Issuance and Attestation of the "To Whom It May Concern" Certificate From bureaucracy to proactivity in delivering human-centered government services

The United Arab Emirates adopts a strategic approach that places government service development at the forefront of national priorities, driven by a firm conviction that serving people is the core and ultimate purpose of government work. This vision is deeply aligned with the leadership of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, who affirmed: "Our goal is to make people's lives easier... our goal is their comfort and serving them in the manner they deserve in the UAE... our goal is to be the best government in the world at delivering services"
Guided by this visionary outlook, and building on the exceptional milestones achieved by the government apparatus since the launch of e-services in 2001, the Smart Government initiative in 2013, and the Digital Government in 2021, the UAE has introduced a series of ambitious national initiatives to enhance services. Notably, the Zero Government Bureaucracy Programme (ZGB), in its initial phase, eliminated 2,000 government procedures, reduced service completion times by 50%, and re-engineered hundreds of services. The Services 2.0 initiative further reinforced this trajectory, delivering a 61% improvement in service quality during its first phase, halving transaction steps, and saving nearly 28 million minutes of government service delivery time
In alignment with the objectives of the second phase of the Zero Government Bureaucracy Programme, the Ministry of Foreign Affairs has developed the "To Whom It May Concern" Certificate Issuance and Attestation Service, launched earlier this month. The service was redesigned for greater efficiency, flexibility, and effectiveness, by merging two previously separate processes, issuance and attestation, into a single streamlined digital pathway that can be completed in just three steps through one digital window
This development represents a qualitative leap in the customer experience for UAE nationals, particularly students pursuing studies abroad and travelers with medical needs, as processing times have been reduced from seven working days to just two. The service is now fully accessible online through the Ministry's official website and smart application, eliminating the need for in-person visits to UAE missions abroad
With this achievement, the Ministry of Foreign Affairs has solidified its position as one of the leading government entities in advancing service delivery and supporting national initiatives. It has redefined government service, by transitioning from traditional frameworks to an integrated system marked by speed, efficiency, and proactivity, ultimately enhancing the quality of life for the community
The Ministry will continue to innovate tailored services that address the evolving needs of its customers, while enhancing existing offerings to achieve unprecedented levels of efficiency, thus setting new standards of excellence and leadership in service delivery. This commitment aligns seamlessly with the UAE's vision of strengthening its status as a global pioneer in shaping the governments of the future
